Sis, Jill and Family,
Russ was greatly respected and a mentor to many. He was a man with vision and character. Russ gave me and countless others a promising start to our careers. Not only was he a noble man he was a friend.
Wishing You Peace
My thoughts and prayers are with Sis and the rest of the Rouch family... I was deeply sad when I heard about this, Russ was a great friend, boss and most of all person to everyone who came in contact with him. I will forever have a special place in my heart for him! Again, my thoughts are with his family...😍
I am deeply saddened to hear of the passing of my first real boss and great friend. Russ hired me in 1984 at the Auditor of State's office here in Ohio. I remember calling him in January 1985 to wish him a happy birthday. I asked him how it felt to be a half century old. He didn't think that was funny, but I couldn't stop laughing. He was and still is the best boss I've ever had. Here I am, still in government 33 years later, thankful that Russ gave me my first job in government. He left a lasting impression on me and so many others. Sis and Jill, please give your husband and father one last hug from me until I see him again some day. Tonight I'll pray for Russ, you, and your family. You have my sincere condolences. God Bless you all.
Best boss I ever had. Knew the inside of a bureaucracy like nobody else. Personable, approachable, willing to learn from a young guy and taught me a lot about managing. I imagine he is now at that great 19th hole in the sky.

I remember a very thoughtful and loving caring man. Family came first. He will be missed by all who knew him.

My thoughts and prayers are with you all. Russ hired me to work in The Management Advisory Services division of the Auditor of State's office in 1987. I have worked my entire career with the Auditor's office following Russ's advice. He was a great boss, mentor and friend and I will always have great memories of Russ. 🙏🏻🙏🏻: 1:🏻
